It's kind of the point of the show somehow, I think. One reason Michael wouldn't try to beat up his brother-in-law is because he realizes he probably would not be able to. Being able to is all Tony has (or had). It is strange and relevant that, even after he couldn't take Bobby, he thinks about killing Paulie with items on hand, like a knife or hatchet, rather than bringing a pistol along.
