It means deciding to work within a *reasonable* budget, spending only money that we currently have. I have said in prior posts that eliminating SS and Medicare would hurt many people, but there are some people getting checks who don't need them. I have also stated that those who don't actually need SS or Medicare who might need to give it up in order that those who actually do need it might have something.
