President Bush visited Arizona last week.  Mexican president, Vicente Fox, campaigned in Utah, California, and Washington state this week. Both are trying to influence U.S. immigration policy.

They're not really meeting each other.  It's a cartoon.  I can make them do whatever I want.

"It's not with fences that we are going to solve this problem," says Fox.  Bush wants to strengthen the border with chainlink national guardsmen.  In exchange for better border security he wants a path to citizenship for Mexicans who are already here.  President Fox is already here.  He is Mexican.  He qualifies.
